Introduction
The Eest Kameng District Administration has introduced an electronic delivery system for all public services. “JAN-SUVIDHA” a Computerized Facilitation Centre was initiated to meet such objectives like speed, efficiency, consistency and reliability and to substantially improve the citizen interface etc.
JAN-SUVIDHA (Computerized Facilitation Centre) is established to serve the purpose of the common people, by giving services such as Permanent-Residence-Certificate, Schedule Tribe Certificate, Temporary Residence Certificate, and many others in days to come. JAN-SUVIDHA project is first of its kind in Arunachal Pradesh, where all certificates are Computerized and issued through a single window. The Centre Charges a minimum fee for all the services.

History of Jan-suvidha
Jan-suvidha is a software application developed by NIC Arunachal Pradesh State Unit to automate the process of issuance of various types of certificates and licenses from the Office of Deputy Commissioner. In addition, it is an attempt to provide a single-window solution to the citizens, where various services of the office of DC are provided under one roof. The citizen needs to approach only the receipt and delivery counter and no longer needs to find his way through the maze of branches in the office to get his or her work done. The project was developed as a result of the efforts of the then Deputy Commissioner, Lohit District Sh. Prashant Lokhande IAS and was first launched in Lohit District at its headquarters, Tezu. The application was subsequently customized for Tirap District by the District Unit, NIC, Tirap and launched in the district on 28th Aug. 2008 by MLA Khonsa Town Sh. Kamthok Lowang in the presence of Deputy Commissioner Sh. Ankur Garg, IAS.

Advantages that accrue to the citizenry / DC office through Jan-suvidha project
- Permanent database of all certificate / license holders of the District created (including digital photographs) which allows much faster searching in the future
- Duplicate copy of certificate can be issued on the spot as record will already be available in the computerized database
- Digital photograph of the certificate holder is printed on the certificate is colour-printed on the certificate itself – no scope of tampering in the future.
- Neat and clean certificates with legible wordings – no problems of poor hand-writing and cuttings
- Monitoring possible at the highest level as ADC/DC can directly see the pendancy on their screens at the click of a button
- The database will be uploaded on the website of the District which will make it much easier for the Departments which send the certificate back to DC office for verification. This will lead to a time saving of atleast 2 months in each case.

JAN SUVIDHA Office Manual
Types of Certificate Initially provided:
- ST Certificate. - affidavit in standard format, HSC/Birth certificate, passport size photo-2
- PRC Certificate - affidavit in standard format, Xerox copy of ST, passport size photo-2
- Photo ILP - remark & recommendation forwarding authority with seal
- ICARD - old I card/employment order, stamp sizes photo-2
- TRC - remark & recommendation forwarding authority with seal
- Income Certificate - affidavit in standard format, Recommendation letter for non-govt. employee
- Domicile Certificate - affidavit in standard format for non-govt. employee, passport size photo-2
- Dependent Certificate - affidavit in standard format, passport size photo-2

General Work Flow in the Jansuvidha
From 9.30 to 1 P.M.
- Form Sale with administrative sealed(Rs. 10/-)
- Receiving Filled up form with required documents and affidavit at Receipt Counter.
- Verification and validation of forms & Fee collection.
- Validated Forms should be ready for Data Entry.
- During Data Entry One application Code will generate. It should be written on the submitted form by operator.
- Printing of receipt and issue of receipt to the application with the name, application code, certificate typed written.
From 1 P.M.
- Certificates are to be printed as per the application codes.
- The note sheet for the concerned certificates for the day has to be prepared.
- The registered report for the day has to be prepared.
- The Certificates along with the note sheet(s) are to be submitted before the concerned certifying officer for the signature.
- Signed Certificates are to be laminated if required.
- The certificates are put in order for dispatch at Issue Counter
FOR COMPUTER OPERATOR
- Use only operator account “b”
- Administrative account is for system setting only and this account should be not used.
- Keep the Dot Matrix Printer and Scanner in the Morning time and keep on during “Note sheet” printing and Photo scanning.
- Keep your computer neat and clean.
- Server should be on during office hour and keep off at the end of day.
- When line power off, server should be off after 10 minutes. This is according to the UPS manual.
- 3KVA UPS can give up to 45 minutes back up. So, it can give 30 minute efficiently.
HOW JAN-SUVIDHA Works:
In the Computerized system steps involved in the processing of Certificate has been reduced. The applicant shall apply in a prescribed format, which is available to the public at the Public Facilitation center (PFC) as well as in the market. On the basis of the application the data is fed into the computer and the certificate is generated. The Computer generated certificate is then sent to the Certificate Signing Officer concerned along with the documents enclosed by the applicant for verification.
The Officer shall go through the applications and enclosures and sign the certificate if satisfied and send to the issue counter. The Issue counter will issue the certificate and hand over the Office copy of the certificate and the documents enclosed by the applicant to the certificate branch.
For example, to get Permanent Inner Line Pass we’ll have to go through these steps.
Step1:Computer Operator will enter all the information in the computerized ILP application form.
Step2: Operator will give computer generated receipt to the customer and print the certificate. At the day end all the certificates will be sent to their concern issuing authorities for verification.
Step3: Completed certificates will be dispatched from the issuing counter of JAN-SUVIDHA.
