Deputy Commissioner (DC) is the Administrative Head of the district who is aided by sub-ordinate level Administrative Officers like Addl. Deputy Commissioner (ADC), Extra Assistant Commissioner (EAC), Circle Officer (CO), etc along with HODs (Head of Department) of various departments. The Administrative Units below the level of the district are based on the clusters of certain entities like circles, villages, households, etc.

The East Kameng District is comprised of 3(three) Sub-Divisions for better Administrative purposes which are Seppa, Seijosa and Chayangtajo. The Administrative responsibility of Seppa Sub-Division along with the Deputy Commissioner, East Kameng District who is the overall in charge of the District.

The Chayangtajo and Seijosa Sub-Divisions are under the charge of a Sub-Divisional Officer. These Sub-Divisions are further sub-divided into circles, which is treated as the lowest unit of administrative machinery and the circles is looked after by a circle officer and Extra Assistant Commissioner. According to 2001 Census, there was 11 (eleven) circles. But after 2001 Census 2 (two) new circle created and established at Gyawe-Purang and Dissing-Passo Circle. At present there are 13(thirteen) circles in East Kameng District.

A cluster of circles form a Sub-Division with Sub-Divisional Officer (SDO) as the Administrative Head. However, some of the sub-divisions which have been upgraded to the status of ADC Headquarter with some additional or independent financial and establishment related powers are headed by ADCs.

A sub-division is further divided in terms of cluster of villages which form a Circle - the lowest Administrative Unit with CO as the Administrative Head.

Further, in order to better administer and implement the Rural Development (RD) schemes or programmes, the district is also divided into certain blocks called Community Development Blocks (CD-Blocks). These CD-Blocks are headed by Block Development Officers (BDOs).

8 Community Development Blocks are as follows:-

A total of 7 Community Development Blocks which are headed by BDOs till June, 2011. A new block of Khenewa is constituted in July, 2011. There are totally 8 CD Blocks at present.

POLITICAL SET UP:
            The process of democratic decentralization began in this district in the year 1976, with introduction of Panchayat Raj Organisation Act 1967. Under this regulation the Gram Panchayat exists at the village level. The Anchal Samities covered in the Block level and Zilla Parishad covered all districts with a view to develop socio economic condition of this district as a whole.
                The district has a segment of 1-Arunachal west Parliamentary constituency and 5(five) Assembly constituencies viz. 8-Bameng Assembly constituency, 9-Chayangtajo Assembly constituency, 10-East Seppa Assembly constituency, 11-west Seppa and 12-Pakke-Kessang Assembly constituency.
